Today, a global digital society is emerging through the transfer of data abroad on a massive scale. Some states, however, seem to be returning to national isolationism, encouraging local storage solutions so as to be less dependent on foreign infrastructures and platforms. Switzerland is debating the adoption of a ‘Swiss Cloud’ for certain categories of data, while our neighbors are considering a European strategy. In addition to the geopolitical dimension, this massive transfer of data in Switzerland and abroad raises questions concerning protection of our privacy and control over our data. This conference will examine the role of multilateralism in the search for global responses.

A little less than one month before the election, one wonders. How are fake news and disinformation affecting relations within a democracy, but moreover what threat do they pose to democracy itself? It is precisely this topic that the Center for Digital Trust (C4DT) housed at EPFL brought to the table yesterday during an event organized with the Geneva-based Graduate Institute of International and Development Studies and the CyberPeace Institute. If cyberspace becomes fertile ground to sow distrust and create discord and antagonisms, it is necessary to understand the problem and act consequently.

Increasingly, reports warn that state-sponsored actors use social media to spread fake news/disinformation in order to sow distrust and create panic during pandemics and create discord and polarized opinions among people on political issues during democratic elections. Adding to this, social media platforms’ algorithms “add salt to the wound” by feeding their users posts which are aligned with their opinion in order to increase their screen time. How serious and how massive is the problem? What are its implications? And what can/should be done about it?
During this forum, organized jointly by the Center for Digital Trust (C4DT), the CyberPeace Institute and the Graduate Institute’s Centre for Trade and Economic Integration (CTEI) in Geneva, we will discuss not only the technological aspects of this phenomena, but also the regulatory role executive and legislative branches of governments should play. Societal, economical and geopolitical implications will also be debated. This event is open to the general public.

The Federal Council has elected Sabine Süsstrunk, Professor at the EPFL School of Computer and Communication Sciences (IC), affiliated to C4DT, as President of the Swiss Science Council (SSC). The C4DT-affiliated SPRING laboratory has developed Datashare Network, a decentralized search engine paired with a secure messaging system that allows investigative journalists to exchange information securely and anonymously.
